Hm, not a great sign. She'd probably have an idea if they were going to be announced, say, on the Sept 1st date I'd been hoping for... Sigh.

She also suggested not making plans for travel in early October: "We will make offers and awards in September. Though the institutional period starts October 1, if you are successful, I would not plan on traveling until mid-month due to the paperwork, processing and approvals that are needed to be obtained before travel."

I was told by Amy Wilson at Fulbright-Hays. She recommended getting IRB and other such things in order ahead of time for anyone with proposals starting in Oct or Nov.
