It sounds like they just want you to copy your ID then have it notarized to prove that that is your unaltered ID. Notaries are usually found at public buildings. Your college more than likely has one--check its website.

If you don't mind saying, zmelrose, had you previously tried to log in and were unable to? I'm curious if they're still updating awards or not.

can people still access https://ndseg.asee.org/award/7240/overview ? I am still able to see the old awards page there (the blank one with overview and change contact info) After testing with different browsers (thinking it might be due to cookies), I think this is a result of me idly logging into my application.
