UW ISE vs ASU IE Ph.d vs UW-Madison SEA

Hello

I am considering the three offers I have received:

University of Washing - Seattle : MS in Industrial and System Engineering

Arizona State University: Ph.D in Industrial Engineering

University of Wisconsin - Madison: System Engineering Analytics

And my goal is to get a Ph.D, but I can first get a MS then apply to a Ph.D.

Could anyone please tell me more about these programs and give me some advices?

(And I'm still waiting for other offers but I'm not so sure they will admit me....TAT)
