Online Higher Education Doctoral Programs

I have just reached the half-way point with my master's degree (graduating next summer) in education and am beginning the search for doctoral programs with a focus in higher education. Ideally, I would like an online program with a low residency requirement at a brick and mortar institution as opposed to an institution that only offers online degrees. As I'm just beginning my search, I'm really just looking for some suggestions to get started and have a better understand of what's out there and what program are well-known. I'm also still debating between the EdD or the PhD route.

Did you have any luck? I'm not sure what's out there. I'm not familiar with very many online programs in higher ed. Central Mich and Michigan State both have online ed programs, although I'm not sure if they have the programs that you're looking for.
