Should I submit a mediocre/low score to Optional GRE program?

I'm applying for IR, and other related programs. My GRE is 317, 168q + 149v,  which seems quite low to me. I'd say I fully understand that some older posts saying "if it's not a really strong score(not helpful to application), it's not necessary to submit it when it's not required".

For "not required" and "optioanl" program, I will not submit it for sure. But for "strongly encouraged" one, I have no clue what I should do. I'm so hesitating now. 

I know this has been discussed a lot. I do really appreciate it if you can share your opinions about my case.
