Are universities willing to waive off minimum requirements if other aspects of the candidate are good?

Hello,

 

I am from India, want to study abroad (Electronics), but have really poor academics.

49.5% in Bachelor of Computer Applications and 60% in Master of Computer Applications.

It's pretty much shit academics, I know.

 

However, the remaining aspects of my profile are really good. Good projects, good reference letters, 1.5 years of exceptional work experience, business background and a strong SOP.

 

Sadly, almost all the universities in the western world demand 60% overall, or at least in bachelors.

 

I have applied to 10 Canadian universities but my chances seem low due to poor academics.

 

 

I want to know if universities are willing to waive off minimum requirements if other aspects of the candidate are good?

Also, thinking of applying to a few European universities if I don't get admit from Canadian ones since they are extremely GPA centric. Does anyone know of any European universities which accept students with low GPA?
