If a student declines their offer at a program, where does their scholarship money go?

Do they give the money to another student? I've been offered admission to my dream school for an M.S. program, which unfortunately means that I do not get funding the same way a PHD student normally would. However, my program offers scholarships to students and I was wondering do programs give declined scholarship money to other students or do they do something else with it?
