How do schools expect you to have funding prior to applying for a PhD?

Hi, I am an international student applying to PhD programs in the US, and I noticed that many schools I applied to had a section asking if I already have a funding or a fellowship.

I am curious how this works, how can you already have funding if you are just at a stage applying as a PhD student?

I am planning to seek scholarships upon acceptance, and most of the scholarships provided in my country also assumes one's admission letters in order to apply.

There are a few fellowships awarded before the application process, but it might depend on your country.  An example is Fulbright, which is available in many countries all over the world.
