What are my chances at acceptance into Sciences Po MPP?

Im in a bit of a predicament, where my application for sciences po is due in less than 2 weeks and I’m finally starting to doubt myself. You see, my first 4 semesters of school never got over a 3.0, while I did amazing in my last 4, for an average of 3.3. If I combine it with the GPA summer classes I took that still only brings me to a 3.36
 

i realize that this is below the minimum GPA that science po requires, but I have heard stories of people getting accepted there with below the minimum. 
 

My GMAT is above 700, I have 2 academic and one professional reference, and work experience in the public sector. I was thinking if I can explain myself well enough then maybe I have a shot? Or am I just wasting my time with the application?
