Minnesota Stat vs Duke Biostat vs UCSD Math

What would be your preferential order for the doctorate programs?

Seems like UCSD Math has Stat specialization option with a small faculty.

UCSD would be a good option if you want to do very theoretical stuff but you won't have many other choices there.  Some very good people. Duke biostat would only be a good option for someone who definitely wants to go into industry after. Minnesota is an all around solid department and would be a good choice for someone who is in between those two extremes.
