I am planning to apply for a PhD program in canada or US. I do not aim top schools.my profile is:

undergrad GPA: 3.7

grda GPA: 3.98

GMAT: 690

research experience: 2yrs RA in university, 2 published papers

work experience: 2 yrs in an IT company

area of interest: CIS/MIS, OB

what business schools in canada or US I have a shot at?

Depends, what journals are you published in?

E.g. if you are applying to management and have, let's say, a publication in JPSP and one in OBHDP, you could make it somewhere in the top 30.

I am always skeptical when individuals without PhDs tout publications.

The journal matters much more than the simple fact.
