Just in case PhD don't go well: should I also apply for MS or Meng also?

Hey guys

I'm a senior in biological engineering applying for PhD programs. Obviously there is lots of doubt and uncertainty as to if I will get in anywhere for PhD programs so I've decided to apply for Master's programs as well.

On the other hand, I know that when you are not offered PhD you are "sometimes' offered admission to MS or Meng. Should I apply separately(pay double the app fees) or do schools generally give you admission to Meng or MS when, of course, you are qualified for those?
