Who gives the number is a professor at the department, so it must be true. And, I think a percentage of acceptance around this number may not be unusual. Departments usually gets 10-30 students each year and what sets percentage is number of applications for that year. If the department is very popular, the acceptance percentage becomes low or vice verse.
