When the graduate school recommends you to the dean, is it a 100% chance of selection/ getting an offer letter or are there still chances of rejection?

I got such acceptances from two universities whic also mentioned that I'll recieve my offer letter once the dean approves my recommendation so I am still a bit skeptical about whether I am 100% in or not?
