My letter is very cordial and invites questions about the program and faculty, etc. However most of my questions lay in more practical concerns such as health care and housing... where do these questions usually get directed? To the department or the general admissions office?

some can be directed to the department, and they might reply with few links or with your email cc'ed to current grad students. also check the handbook, it usually has tons of information.
