MPA: KU vs. MU

Any advice appreciated:

Accepted to KU City & County Leadership MPA program. Offered a $7000 scholarship and also anticipate intership pay (6500 first year and 35,000 second year). Will probably need to borrow about $30,000 in loans. Accepted to MU's MPA program. Tuition waiver, medical insurance, $5000 stipend and $5000 fellowship. Offer is for both years as long as the GPA stays above 3.0.

Graduating with an undergrad in political science this May. Experience includes lots of volunteer work for nonprofit agencies, 2 Americorp experiences, etc. No professional experience such as working for a gov agency. 1st choice is KU due to their small program size and full year of internship. The $$ package at MU is very tempting. Advice?
