Thanks!! Fulbright is the big one that comes to mind. Where is your friend from? There may be more country specific scholarships as well.

He is from Zambia, specifically. Interesting, I thought Fulbright was only U.S.-to-foreign countries, I didn't realize the reverse was true as well -- thanks! I appreciate the feedback.
