Penn vs Rutgers

So I have to decide between UPenn and Rutgers for Masters in Bioengineering. I didn't get funding from either of the schools. Rutgers is my current undergrad institution as well so I'm quite comfortable but also concerned a bit about going back to the same place for masters. On the other hand, its cheaper vs. the 50k+ loan I would have to take on top of my 20k undergrad loans for Penn.

I'm not sure if I want to get a job or join a PhD program after. Since I didn't want to waste the two years, I was hoping that if I do decide to go on for masters, I would continue in the same place where I do my masters...Let me know what you guys think. I keep switching my decision pretty much on a daily basis these days..really confused!
