Letter of Intent (Public Administration)

I've applied to a number of Master's programs in 2010/2011 (Public Health, Public Policy, International Development) and been rejected at all.

Giving it my last go at Ottawa's Public Administration program - - can someone critique my 300 word Letter of Intent ASAP?
