The Fulbright Scholarship committee requires that I work for two years in my area of specialization. Will the committee find me eligible?

According to the eligibility requirements:

"Applicants must have at least two years of professional work experience (after college) in their field of specialization."

I worked for 2 years in GIS and would like to take up Urban Planning for grad school. I'm turning to the Fulbright Scholarship for support. Given my work experience, will it find me eligible? Any thoughts will be very much appreciated.
