So I emailed about the status of my application and they emailed me back and said my application was on hold. Does anyone out there know what that means. I applied to a PhD Neuroscience program and I wasn't called for a interview. So I am wondering why they didn't just flat out reject me.

I would guess that your application is being considered but that others have already been made offers, so you're just gonna have to wait. Maybe it's an issue of the department finalizing their funding and seeing just how many more people they can admit, or maybe "hold" just means waitlisted.

My best guess is that if it was on hold because of something administrative (for example, they were missing a transcript or something like that) then they would have told you the reason. So maybe that is their terminology for the wait list?
