Plan B's - IIT,NUS,Munich

Hi all,
I'm an undergraduate Computer Science student in one of the top 5 universities in Iran. This year I applied for a PhD to some top universities in US and Canada. Not all of them have replied but since one of the lowest ranked of them.
The universities that I think maybe I should apply and I have a high chance of getting accepted are Illinois Institute of Technology , National University of Singapore and technical university of Munich. I would like to apply for a MS since I would like to go to top universities for my PhD. I would like to know having an MS from which of these universities can improve my chances of getting accepted to a top ten university for a PhD ? I know it depends on the quality of my MS and SoP and LoR and everthing else, but if we just want to compare the universities,which one is better to go ?
Some people have even suggested me applying for SJSU or Cal Poly and even though their ranking is really lower than the ones I mentioned above they say that I will have the chance of meeting some Berkeley or Stanford professors and getting involved in their researches and later work for them as PhD student.
What do you guys suggest me ?!
