EPFL+RA vs TUM

Hello,

What is your opinion: is it better to go to EPFL with a RA (that would help me to manage with the money) or to go to Technical University Munich (Communications Systems) with a scholarship (I did not receive TUM+Schlarship info, yet, but let suppose that I might receive these).

I was asking because someone told me that Germany and northern countries are better seen for a doctorate in US, let's say.

What do you think?
