PhD in Biomedical engg - admission related query

I wish to apply to universities in USA for PhD in Biomedical engg. My undergraduate gpa hasn't been quite decent. Can anyone tell me what a 7.1/10 cgpa (from an Indian university) converts to on a 4-scale gpa (as accepted in the US)? also which universities could I apply to with this gpa and hopefully a good GRE score (which I'm planning to write in a few months)?

You will need to calculate your GPA based on A = 4.0, B = 3.0, C = 2.0, D = 1.0, scaling for number of credits, of course. You could do the simple metric (/10*4) which gives you a GPA of 2.84. Do you have some solid research background to back up your application?
