Transportation and technology policy program of UC Davis or Energy management and policy of Penn state?

I have got two admissions for UC Davis and Penn state, UC Davis major is Transportation and technology policy program and Penn state in Energy management and policy. I am really confused to decide between them. I like Energy management a little bit better than Transportation. But, it seams Penn state Energy management group is young. Also I do not know from job point of view and other stuffs. I would be grateful if anyone knows anything about these programs and can help me for my decisin.
