Clemson U or SUNY Buffalo for Civil (Structural)M.S.

I've received two offers(no funding) from Clemson & SUNY Buffalo for M.S in the program of Structural Engineering, and need to make decision next week.

Advice time...

Which one should I pick?

BTW...US News ranks Buffalo 24th and Clemson 47th for the civil engineering program

I think BUffalo is the better choice. It is ranked better but also living expenses in the Buffalo area are extremely cheap. I will be attending Buffalo this Fall for their CHE PhD program
