Umich Gatech Purdue or UCLA ?

So I have been accepted to the Aerospace Engineering MS program at Purdue, UMich and Gatech and the PhD program at UCLA, all without any funding. TAships at UCLA are given out in August so I might have a chance there but the thing is I am not sure anymore I want a PhD, there's a 50/50 chance, so I would not want to have to bail out after my masters.

The other thing is I have applied for a fellowship in my home country which would cover everything, but I won't know the results until July.

So what would be my best bet if:

1) I don't get the fellowship

2) I get the fellowship
