I have done Bachelor of Engineering 4 yrs course in Comp. Science (3.63 GPA) with about 10 yrs of work experience ( 5 yrs in USA).

I want to do a masters program along with my job.

Which institue has good evening masters program in washington area?

I am on H1-B visa and have been living in Virginia for a little over a year.

Can i get in-state tuition rates?

If keeping the cost low is a requirement, George Mason University in Fairfax is a winner, hands down.

I have also heard that George Washington University has a good program with a campus on Route 7 in Ashburn.

Note that both George Mason and George Washington are part of the DC consortium, which means you might get to take a class or two at UMd. College Park, which is a top 20 research university.
