low gre verbal score..........

I got a very low verbal GRE score 148(38%)......Math i s169(98%). After i retook it, the new verbal score is 151(49%) but the math becomes 164(90%)..... i am not a native speaker. I wonder will this enough for a PhD program in Mechanical engineering? I have a strong GPA and really want to get into top20 unversities in ME. Any advice?

Yes. Your score is good enough to get into some of the Top 20 schools. Not MIT and Ohio State, their requirements are higher.
