Is it over for applicant who applied to UCLA and UIUC for a PhD in CS and haven't heard anything back yet

Hi there!

 

I'm still an undergrad studying for my final semester and I've applied to UCLA and UIUC for a PhD in CS. I still haven't heard back from any of the above mentioned universities regarding my admission status yet. People often say that If you see other people getting accepted and you haven't heard back any thing , then the chance most likely are that you are rejected and you will get an email of you your rejection very soon. Does that mean it's over for me in case of these two applications?. Since I see a lot of people that already got accepted to UIUC in particular, can't say the same about UCLA though.
