UMn or PSU:Mechanical Engineering

I want to do a PhD in controls and specifically in the automotive domain. I have got funded offers from University of Minnesota and Penn State University. I am unable to decide between the two. Both are almost close in rankings and I have a fellowship at both places. Plz help me decide.

I am also in the same dilemma now for a PhD in fall'18 with interest in Heat Transfer.
