EE MS UW-Seattle vs UCSD vs Penn State

Just as US NEWS ranking in 2013 in EE field : UCSD > UW=Penn State.

But according to the EE grad ranking history: UCSD = UW > Penn State (such as 2012)

I know the ranking is always changed.

Therefore, that is pretty tough to make a choose.

Does anyone suggest me or show your choice under this situation ?
