NSF EASPI 2014 - need help while the shutdown is still going...

hi all - thanks to the government shutdown, who knows if we even have NSF East Asian Pacific Institute 2014 to apply to? But, assuming that the government gets its act together, and that we can still apply, does anyone have information from previous years and if so would you be so kind as to send it to me? All the websites are down and I've been trying hard to look for google cached version but I'm still missing pieces here and there. Any help would be appreciated!
