No Paperwork

So, I recently visited a school thinking that I was going into the interview process, since I had not received an acceptance letter. Within a few hours (thank goodness or the confusion would have lasted much longer) it was established that I had been accepted and that there was a secretarial error. I was the only person there who did know that I was in (I was the only prospective there that day). It's been a week and a half, and although I was promised an offer I have not heard anything back from the program. Although I enjoyed my stay, I don't think their program is for me, and was hoping to let them know soon. But I want to take a look at their conditions before I make my final decision. Should I e-mail them? Or do you think they might still be getting their act together?

I just realized after reading it back that this is a very silly question. I e-mailed the head of the department. Hopefully he will get back to me soon.
