Fletcher MALD or SIPA MPA?

Hi does anyone have any views on the two programs and which one to pick? I have been offered a small scholarship by Fletcher and nothing by SIPA. I am really confused by what I have read - Fletcher is supposed to have a more close knit community while Columbia has a better reputation and apparently NY is better to live in than Boston. Unfortunately it is also most expensive!!

 

Any thoughts would be very welcome. I start in Jan 2014 so I only have a week or so to decide!!
