Josef Korbel or Elliott school of international studies?

I'm accepted by both of them. Josef Korbel offer me a fellowship of 20k a year, which means I still need to pay 30k per year. GWU is 14k more expensive, however, GWU has GREAT location at D.C, which city I quite like. I'm not sure whether to pursue a PHD or a profession in IR yet, thus I hope to choose one can prepare me for both. Besides, considering that I'm an international student, does GWU's network have great meaning to me?
