The relationship betweens MA/MS and PhD admits

I've been wondering about this a lot over the last few weeks, and am wondering if anyone else has a sense of how much the two groups overlap. I know a lot of my MA/MS programs offer well after they offered the PhD admits, and assume that the two classes have to be related in some way.

 

Do MA admits have their own pool of funding, or do  we wait to see what doesn't get used by PhDs? Same with waitlists.  I'm on two, and I'm wondering if my odds are improved when folks here announce that they are turning down PhD spots.
