where should I go for a phd or career in the States as an international student?

I have some offers I need to reply by mid April and would love some advice from you all. 

 

I am currently a Chinese student studying Economics and Management in the UK. I plan to pursue a master degree to allow me find jobs or continue a phd degree in the States. 

 

Columbia MA in Economics and Education FA17k   1 year 

Cambridge University Mphil in Economics Queens College  1 year

LSE    Mphil in Economics  1 year 

Chicago University MPP      2 year 

CMU Master of Science is Public Policy and Management  FA 14k/year   2 year(1 year in DC)

Georgetown University MPP 2 year 

Brown University MPP 2 year 

Duke University MA in Economics 2 year

Cornell MPA 2 year, Columbia Quantitative Methods in Social Sciences 2 year
