Turning down an offer when they REALLY want you?

I had a really hard time making my final decision, but ultimately I decided a different school was best for me right now. I'm just really worried the program head will take the rejection personally (she sort of has in the past according to lab mates...). I definitely don't want to burn any bridges as I would certainly consider doing a post-doc there. THe program head has emailed me unsolicited many times, called me, offered me increasingly large fellowships (kind of overbearing at this point!) and I'm sure she's going to ask me to reconsider and want to know why I chose the other school... I just don't know what to say!
