Help!! UMD or American MPP

Hi! Long time reader, first time poster. I am having a hard time choosing between UMD and American's MPP program. Outside of minor differences, the programs are equally appealing. However, American offered me 12 credits tuition remission a year, and I am on the waitlist for funding at UMD. There is no chance of increasing my funding at American, and UMD offers funding opportunities in the form of Grad assistantships in other departments. If I were to apply and secure a GAship from another department, it would be completely different than and unrelated to my degree. I don't know how likely it is to get off the waitlist or secure a GAship, and the American money is guaranteed. Any thoughts? 

 

Any at all would be incredibly helpful. I am having a hard time finding objective advice.
