MRes in Imperial vs PhD in University of Wisconsin Madison

I got two acceptance. One is MRes (postgraduate research) in Structural Molecular Biology from Imperial College Londond and other PhD in Biophysics from University of Wisconsin Madison. The MRes coursework is such that I have to do PhD later which I am already getting an option right now. Secondly, I am not getting any scholarship from Imperial and it will be difficult to take loan and go for this option. In case of London and UK as one sees and hears it is going to become difficult to obtain work visa. So, I can't look for options to work and pay back my loan. The ranking of Imperial College is higher as compared to University of Wisconsin Madison. So, anyone please guide me which option should I go for? If possible, can I have some Indian perspectives on pursuing postgraduation in UK vs US?? Please guide!!!
