I will be receiving I20 form at the end of this week, but I may have better offer from other university which may provide more funding.

I know that it would be bad from my side to reject first university after being admitted but I would like to consider second university as well. Too bad that they did reply just April 14th.

 

So, in perspective of visa issues, can I initiate visa procedures with second university denying i-20 issued by first university?

If you change schools, you need the new school to issue you a new I-20. You should let the first school know that you will no longer need their I-20 and work with the second school to get them to issue you a new I-20.
