About Brown University Computer Science PHD

I applied PHD several times already but didn't get into any. I am eager to enter computer science PHD in any of big schools because it honestly sounds cool. I found a professor named Jeff Huang in Brown University. http://jeffhuang.com Here is his link. Do you guys think it will be easier to get in to his program? His program doesn't look hard.

Do you have outstanding programming skills like he is looking for? If not, I don't think it will be easy. As he says they admit only 10% of the applicants.
