So I've been told that since I have an engineering background (Bachelors and Masters) , I'm more likely to succeed in getting through a Resource or Agricultural Economics Masters Program. Assuming I do so, what are the chances of me getting through a PhD program in Economics at a top US University after this Masters.

I have a somewhat decent grade(8/10) from an IIT in India (A pretty good school), a very good CV, and good recommendations. I have good programming and math skills. I really want to study and make a career in economics.

1. Is my premise correct? Am I more likely to get into a Resource or Agricultural Economics Program?

2. What are the chances of me getting through a PhD program in Economics at a top US University after I complete the masters?
