CSU Eastbay Construction Management MS

Hi, I was planning to apply for Masters in Construction management Program in California State University, East Bay.

But i was told that CSU East bay does not provide this program if you apply in the Winter Quarter (From Jan to March), but only during the Spring Quarter.

I wanted to apply for the course for this Winter Quarter (2014-15), and the admission deadline is on October 1, 2014.

So, I contacted the College but was told to find out in the Engineering Department. But they are not answering any calls or emails of mine.

Can anyone please tell if this is true or is their any way to contact the College authorities.
