Retaking TOEFL on 9th November

Hi,

 

Today, I have appeared for my TOEFL. It was a total disaster. I don't want to bother you with the reasons. I believe, my scores will look like this: R - 28, L - 22, S - 22, W - 28. 

 

I am targetting some top schools as I already have offers from mid ranked schools like Penn State. Rest of my profile is good (I do have strong research experience with publications in well recognized venues, my recommenders are going to provide me strong LORs). 

 

I have the following questions:

 

1. Should I retake TOEFL if I am targeting the top schools?

2. Will it be too late to apply (Deadline 15 Dec) if I retake TOEFL on 9th/21st November. I request you to response for both dates.
