Reapplying to ph.D to different department

Hello, all.

 

I have a question about reapplying to graduate school

One upon a time, I did mathematics and applied to mathematics Ph.D a long time ago.

 

But I failed and I changed my major to different field. I am doing master degree right now. 

As a season of application comes, I wonder, what if I apply to the University where I applied (which gave me rejection).

I mean, for example, I applied mathematics (rejected), but in this time I would like to apply Finance or something else.

 

Would that be a matter?
