I'm planning on finishing my undergraduate career with a stint in Germany, but I won't be able to receive complete transcripts from the university I'll be attending there until ~October '16. If I explain the situation might I be accepted into an MA program in spite of this? Any information would be much appreciated! Else I'll just start sending out emails to the programs I plan to apply to. Thanks!

They might be able to overlook this assuming everything else is in order but I can't speak for them. Also, at least some of the deadlines for MA programs would have passed by now if I'm not mistaken, though some use rolling admissions.

Graduate schools care more about receiving official transcripts, even if incomplete, than they do about receiving complete ones. My guess is that most schools will permit you to submit the complete transcript later, provided you are able to give them very good reason to believe that you actually earned the degree. As a rule, schools don't like excluding people because of factors outside their control.
