MPP: Maryland vs Minnesota

I have two offers:

 

1. University of Maryland

 

Half graduate assistantship

Total payable: US$ 12000 every year in tuition and fees

Assistantship: US$ 7500 every year (10 hour/week)

 

2. University of Minnesota

 

John E. Brandl Public Leadership Fellowship

Total payable: US$1745 every year in fees (full tuition waived)

Assistantship: US$ 6500 every year (10 hour/week)

Icing: The tuition waiver applies for 60 credits while the program requirement is 45 credits. This means I can do extra 15 credits if I am able to.  

 

My goal in the long term: To enroll in a PhD program and want to do lots of quant for that. 

 

I will be very very grateful if someone can suggest anything. Right now I am very confused.
