Possible to leverage funding when deciding between two different types of programs?

I received a last minute bump in my scholarship offer to an MPP program, making it about $10k cheaper than my other option. The other school I'm considering offers a dual MAIR/MPP program, but the MPP would take place abroad at another institution that would make its own determinations as to financial aid. Thus, I would essentially be leveraging an International Affairs department against a Public Policy department. Does anyone know whether this is considered the least bit ridiculous? Or should I go for it?
